A quarterly report published today shows that fines collection rates across the country remain strong with a continuing trend of improvement.
The recovery of sheriff court fines has been consistently high with the value of the fines paid or on track to be paid by instalments maintained at 85% or higher.
Today’s report shows continuing improvements in the collection rates of justice of the peace court fines, fiscal fines and police antisocial behaviour fixed penalty fines.
“Our commitment to enforcing payment at all levels is having a significant impact,” says SCS Executive Director Cliff Binning. “We are determined to use the measures within our power to ensure payment.”
The Scottish Court Service (SCS) pursues all outstanding fines and uses a range of enforcement measures including clamping cars, arresting wages, freezing bank accounts, deducting benefits and targeting persistent non-payers.
Over the last six months more than £1 million has been recovered through benefit deductions, while in the last three months, 26,000 enforcement orders have been granted by the courts and 2300 earning arrestment orders have been issued. During this time, a targeted campaign also saw 46 cars clamped across the country.
For offenders in genuine need of assistance, the SCS can offer advice and assistance. Since September, officers have revised terms for 8,600 people, helping them get their payments back on track.
“There is no excuse for offenders not to pay their fines” warns Mr Binning. “Fines can now be paid online, by phone, by post or in person at any sheriff court or justice of the peace court, making it easier than ever.
“Our message to offenders is clear - pay your fines on time, seek assistance if you are in difficulty, or face our enforcement measures.”
