Chapter 1: Introduction
Headquarters
Our headquarters are situated in Edinburgh at Hayweight House and comprise the Chief Executive’s Office along with 4 units that provide support to the operational wing:
Operations and Policy Unit (OPU)
- Focuses on delivering corporate and business planning systems that meet the needs of SCS, our customers and partners. It also promotes service quality throughout the court system and liaises with the Scottish Government Justice Department on the operational implications of criminal and civil justice policy.
Personnel and Development Unit (PDU)
- Provides a comprehensive personnel and development service to SCS managers and staff, including personnel management and payroll processing. The Unit also works with operational colleagues and the trade union side to develop personnel policy and procedure. The Unit helps develop training strategy and works with operational managers and operational trainers in the area of training design, delivery and evaluation.
Finance and Information Technology Unit (FITU)
- The unit has three sections – Finance, IT and Procurement. Finance deals with budget reviews, prepares the financial reports and provides advice to courts on the finance systems. The IT unit is involved in new system development, maintenance of the IT infrastructure and provision of advice to judiciary and staff on systems and hardware. Procurement deals with the administrative arrangements regarding tendering and centrally agreed contracts and performs a compliance role in relation to purchasing and other audit issues.
Property and Services Unit (PSU)
- Manages our estate. It is engaged on a programme of either rebuilding or refurbishing those courthouses in Scotland that are within our control and develops overall strategy on getting the best from the Scottish Court Service buildings through an ongoing programme of building and refurbishment. In addition, PSU develops and monitors health and safety and security policies and procedures.
